What is the CAD Board?

To be clear, this CAD Board does not establish the taxes you will pay on your property. The taxing entities (school, city, county) set the tax rate that is applied to the Market Value of your property that is set by the Chief Appraiser and the Appraisal Review Board (ARB) is the body that reviews and adjudicates all property owner protests of the property values that were set by the Appraisal Office. Then, finally, the Tax Assessor-Collector simply calculates the taxes due by applying the Tax Rate (from the Taxing Entities) to the Appraised Value (from the Chief Appraiser), then bills and collects the tax from property owners.   The ARB members are appointed by the Local Administrative Judge of Johnson County for two‐ year terms.  However, the new legislation requires that at least 2 of the 3 elected CAD members approve each candidate before appointment.

A newly enacted Texas law allows citizens to ELECT 3 new representatives to the Board of Directors for the Johnson County Central Appraisal District (CAD Board). Heretofore, ALL positions were appointed by the entities that receive the tax generated on our property. Those entities determine the tax rate, applied to our property value set by the Chief Appraiser, that generates property tax funds for the taxing entities.

The Larger Picture...

The newly structured CAD Board will consist of 9 total members. 5 of those members are still nominated and appointed by the Taxing Entities. Then 3 new members will be ELECTED by the citizens of Johnson County. And now, the Tax Assessor-Collector (who is also elected by Johnson County Voters) becomes an Ex-Officio member of the Board (with full voting power). The result is that 4 of the Board members are elected positions. And more good news is that the majority of the members appointed by the Taxing Entities come from a group from which we 3 candidates belong. This is the Texas Nonpartisan Political Group from the Horse Barn Property Tax Reform group that you can find on Facebook. This organization currently has over 8,000 members and is growing every day. The group is dedicated to the elimination of property tax in Texas.
